Queensland's new Premier, Anna Bligh, is concerned that the Gold Coast's international reputation (sic) is being ruined. Apparently, some spectators at recent Indy car racing events were drunk and/or bare breasted. Ms Bligh finds this disgusting and lewd.
"The annual event at the weekend was marred by drunks stumbling around Surfers Paradise, topless and nude women cavorting on balconies in full view of other spectators, and prostitutes on balconies holding up signs advertising sex."
As the Government cannot control private parties, "all we can really do is appeal to people to behave sensibly".
That ought to work.

Actually, the problem seems to have been that they were going down a bit too easily.
That's ok, Congress is doing a study of crowd crisis control and sending teams to study crowds at various public events. Some idiot functionary prepared a "to-do" sheet for one of the teams which included advice to get shots for rubella, whooping cough, tetanus and hepatitis.

It seems to me that the Gold Coast's international reputation would only be confirmed by such shenanigans.
But I like Anna Bligh's solution, and further, I call on that as a solution to Global problems: Everyone! Just behave sensibly!
